Description
===========
When archiving deleted rows of nova database, archive successfully at first time.
Then archived again, got error.

Steps to reproduce
==================
* Execute `nova-manage db archive_deleted_rows --all-cells`
* Create some instances, stop, reboot, and delete it
* Execute `nova-manage db archive_deleted_rows --all-cells`

Expected result
===============
Archive successfully

Actual result
=============
Failed
