We no longer have the Kuryr job in the gate but, perhaps we should re-
add one now that the driver has moved into neutron.

Bug description:
  We have a very simple CI job that ensures that we can use the kuryr
  and OVN devstack plugins together.  This job should be extended to do
  some functional testing.
