Based on the long inactivity I assume, the problem with gate jobs got
resolved. If you feel like it's not, feel free to reopen the issue
again.

  Various gate jobs time out waiting for vol available

Bug description:
  I've started noticing the following error in our legacy-tempest-dsvm-
  neutron-full jobs:

  --
  volume 3c34fd82-8d3d-4d87-8290-f3c119587b94 failed to reach ['available'] status (current detaching) within the required time (196 s).
  --

  Based on [2] this does not appear to be neutron specific and has
  started occurring as of 10/17/2017. However additional debug is needed
  to determine where the issue lies and where/what needs to be
  addressed.
