Title:
  Visibility Flag "Community/shared" missing  when trying to launch an
  instance

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  We are facing an issue simmilar to 
  https://bugs.launchpad.net/horizon/+bug/1779250

  We are able to work with community/shared images on the CLI but not on
  the frontend.

  It seems that this commit
  https://opendev.org/openstack/horizon/commit/d641e6d1052b8cbd159c036058baa2f34934ec05

  is not part of the branch that we are using
  https://github.com/openstack/horizon/tree/a0f4ac2af5b16e81547f8b16f1ccd576284e6baa

  Version 18.1.12

  Will it be implemented in the nearer future in the master branch?
