Title:
  IP is getting lost after restart

Status in cloud-init:

Bug description:
  So what I am seeing is I installed cloud-init v19.1 . migrated it to another host and do a restart, it is loosing its IP .Config Drive is removed (which in this case it is) the instance-id is gone, cloud-init thinks it's a new instance-id and runs again, removing all network configuration set before reboot.
  The DataSource changes to DataSourceNone [net,ver=None][source=None] from DataSourceConfigDrive [local,ver=2][source=/dev/sr0]
