  Cannot connect neutron when clicking compute - instances in horizon

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  When i click project - compute - instances, got this error.
  Error: Unable to connect to Neutron.

  LOG: 
  Unable to connect to Neutron: 'frozenset' object has no attribute '__getitem__' 

  Version:
