    Add fip_pf_description extension to be supported by service plugin
    
    In [1] new api extension "fip_pf_description" was introduced but it
    wasn't added to the list of supported extensions by port_forwarding
    service plugin.
    Because of that "description" attribute was unknown for the
    port_forwarding resource.
    Now this new api extension is added and supported by pf plugin.

  FIP Port forwarding description API extension don't work

Bug description:
  Patches [1] and [2] added description field to the fields of port forwarding resource.
  Unfortunately we missed API extensions to be added in neutron and also there is a bug in the api definition done in [2] - there should be SUB_RESOURCE_ATTRIBUTE_MAP updated instead of RESOURCE_ATTRIBUTE_MAP and also there is missing "parameters" dict there.
