The operating_status value of loadbalancer is abnormal

Bug description:
Summary of problems：
1.One loadbalancer contains multiple pools and listeners，as long as the operating_status status of a pool is error, the operating_status status of loadbalancer is error.
2. The operating_status state of listener is inconsistent with that of pool and loadbalancer.
