  nova manage placement doesn't support registration per Cell.

  Fix Released

Bug description:
  nova-manage allows to register allocations. However, it doesn't
  support registration per Cell.

  To fix this we need to support : nova-manage placement
  heal_allocations --cell <CELL_UUID>
