[Bug 1873776] [NEW] [stable/stein] Neutron-tempest-plugin jobs are failing due to wrong python version

stein/5a092fb/controller/logs/devstacklog.txt happens in all neutron-
tempest-plugin jobs in stable/stein branch.

I think it should be run with python 3.6 or we should use tag 0.9.0
which is last version with support for python 2.7
