  This bug tracker is for errors with the documentation, use the
  following as a template and remove or add fields as you see fit.

  - [x] This doc is inaccurate in this way:
  The procedure is missing a critical step.
  The 3rd instruction in the procedure i.e.
  '# su -s /bin/sh -c "keystone-manage db_sync" keystone'
  will fail because the login shell in /etc/passwd is "/sbin/nologin" so it cannot run a shell script unless the login shell is changed in /etc/passwd to '/bin/sh'
