Title:
  L3 agent should reports enabled extensions to the server

Status in neutron:
  Fix Released

Bug description:
  Currently L2 agents, like e.g. neutron-ovs-agent are reporting in hearbeat messages what extensions are enabled in its config. That can be later checked by admin through neutron API.
  It should be similar in case of L3 agent which also have same extensions mechanism.
