  need a support to not allow 0.0.0.0/8 , 0.0.0.0/32 or ::/0

Status in neutron:
  New

Bug description:
  With VIO,
  We also support 0.0.0.0/8 , 0.0.0.0/32 and ::/0 however  while sending api , we are making it as 0.0.0.0/0 only as it invalid cidr and not needed from openstack point of view.

  We can add support so that it wont be alloewd only
