Public bug reported:

"Attach Interface" option is visible to all roles on instances in the
Project section.

Horizon user with all roles has "Attach Interface" action available in
the Project -> Compute -> Instances tab. It should be visible only to
the roles defined in the Horizon policies.

This issue is reproducible on Horizon stein.
