  Directory nonexistent(root home) error in ec2 instance userdata

Status in cloud-init:
  Expired

Bug description:
  AWS EC2 instance
  Ubuntu

  Error while trying to create some file under root user home directory
  This error occurs if userdata interpreter is #!/bin/sh, it works fine if I manually run it.
