    Fix "Rescue Instance" tab on Horizon
    
    "Rescue Instance" button is visible to all
    roles on Instances.
    
    "policy_rules" is defined in "RescueInstance"
    class to fix it.

  Fix Released

Bug description:
  "Rescue Instance" option is visible to all roles on instances in the
  Admin/Project section.

  Horizon user with all roles has "Rescue Instance" action available in
  Admin->Compute->Instances tab and in the Project -> Compute ->
  Instances tab. It should be visible only to the roles defined in the
  Horizon policies.

  This issue is reproducible on Horizon stein.
