    [Nova] Add reference to Placement installation guide
    
    Placement service has to be installed and configured with user and
    endpoints before Nova installation. But in
    stein release it is not mentioned in the prerequisites of Nova. Added
    reference to Placement installation guide in the prerequisites section
    of nova installation guide.

  Nova install guide should refer to placement install guide as a pre-
  req when configuring nova to use placement

Bug description:
  Creation of the Placement user and their permissions as well as
  endpoints are not in this Stein documentation. This creates errors. I
  ask you to add in the documentation.
