  Horizon dropdown menu is empty in Stein

Status in openstack-ansible:

Bug description:
  Hi guys, the drowpdown menu is empty in the branch stable/Stein,
  because is missing an option named
  "horizon_keystone_multidomain_choices".

  When the multi_domain support is enabled, without set the
  multidomain_choice, users cannot log in into horizon dashboard.
