Bug description:
  Description
  ===========

  Execute Tobiko functional test cases [1] against an OpenStack cloud
  based on Ubuntu Bionic and deployed using DevStack (master branch).

  Steps to reproduce
  ==================

  1) Create a new Nova server instance with a CirrOS[2] image
  2) Wait for server instance to get active
  3) SSH to server instance
  4) Wait the init has finished setting it up (execute ps -A to make sure no command starting with '{' is running)
  5) Reboot server instance by executing /sbin/reboot
  6) Wait for server instance to reboot and to get active again
  7) SSH to server instance again

  Expected result
  ===============
  Execute all the 7 steps with success

  Actual result
  =============
  Some times after step 5, the server instance goes to SHUTOFF state and never recover to ACTIVE state without getting it up explicitly with nova API
