    Configure privsep in SR-IOV agent
    
    With the introduction in [1] of commands executed under a privsep
    context, privsep should be initialized first.

  [SRIOV] SR-IOV agent need to have privsep configured

Status in neutron:
  Fix Released

Bug description:
  With [1], privsep was introduced in the SRIOV agent. Before this
  point, no command was using it. The problem we are hitting (and
  happens only when using macvtap) is that privsep is NOT configured.

  The patch should be backported up to Train because [1] was backported
  to this stable release.
