After discussing this on the nova meeting it seems this bug is invalid.
And the other bug [2] was the valid bug, which is already fixed.

  Documentation Error for Placement API Port Number

Bug description:

  This bug tracker is for errors with the documentation, use the
  following as a template and remove or add fields as you see fit.
  Convert [ ] into [x] to check boxes:

  - [X] This doc is inaccurate in this way:

  Document instructs user to create the endpoints for Placement API to
  be 8780, but they should be 8778. This applies to the Red Hat and
  OpenSUSE documentation for Queens. Ubuntu edition appears to be
  correct.

  - [ ] This is a doc addition request.
  - [ ] I have a fix to the document that I can paste below including example: input and output.
