Bug description:
  [Impact]

  cloud-init status returns error, in groovy lxd containers.
  This is probably happening because it expects /etc/fstab to exist, but it doesn't.

  [Test Case]

  $ lxc launch ubuntu-daily:groovy g
  $ lxc exec g -- /bin/bash
