Public bug reported:

None is passed[1] as an InstanceNUMATopology to
pci_tracker.claim_instance() in the ResourceTracker. This is called from
the SRIOV live migration codepath [2]. This will cause that the dest
host PCI claim check will not consider the NUMA topology of the
instance.
