The pecan min version in requirements.txt is higher than upper-
constraints.

upper-constraints.txt currently has:
pecan===1.3.3

https://github.com/openstack/requirements/blob/master/upper-
constraints.txt

but requirements.txt in neutron has:
pecan>=1.4.0
