Bug description:
  Not sure if this is a bug or not. But nova-consoleauth will process
  requests even if it is listed as disabled in the service list.

  | nova-consoleauth | u11-p   | internal | enabled  | up    |
  In this case I can watch as u9-p continues to process requests from the message bus.
