    [L3] Add missing address scope mark for IPv6 traffic
    
    Any IPv6 traffic wants to go in/out directly on the DVR compute node
    will be dropped by the mis-configured scope mark iptables rule. This
    patch addresses this issue.

Bug description:
  There is a address sope mark iptables rule missing for IPv6 traffic of DVR router in compute node.
  It should be part of the bug #1774463 , but IMO, we can fix it seperately [2].
