Reading https://docs.openstack.org/neutron/latest/admin/config-dns-
res.html it looks like the entire page expects there to be a DHCP agent.
Since this is not the case for OVN, update the documentation to explain
how DNS resolution forwarding (cases 2a/2b in the document) work in an
OVN setting.  If OVN only works with case 1, or through some other
method, this should be explicitly documented.
