[Bug 1903024] [NEW] Missing 3DS OUTSCALE cloud provider recognition in cloud-init

Hi,
I use cloud-init for provisionning instances (including the use of cloud
config) on 3DS OUTSCALE service. It seems 3DS OUTSCALE
(https://www.outscale.com) cloud provider seems to be actually not
recognized by cloud-init as mentionned in output of cloud-init :
