  Fix Released

Bug description:
  I could see that the policy.json file for nova has been removed for
  stable/ocata branch, but the documentation still refers for
  modifications of file incase a user wants to control the access.

  Below are the wordings:

  "By default, administrative users can configure the flavors. You can
  change this behavior by redefining the access controls for
  compute_extension:flavormanage in /etc/nova/policy.json on the
  compute-api server."
