Title:
  Horizon gives 404 after fresh installation

Status in OpenStack Dashboard (Horizon):
  Invalid
Status in kolla-ansible:
  Incomplete

Bug description:
  Just install new Openstack Ussuri with Kolla-Ansible.
  Everything running fine only Horizon that gives 404 when trying to access

  I've seen in the logs similiar like this

  found or unable to stat: /usr/share/openstack-dashboard
