[Bug 1910474] [NEW] some times rally test would fail at network scenario due to mydata base error

In rally test, some time it would fail as:

NetworkNotFoundClient: Network 676e77fd-41e6-493d-b0de-a35905c621f1 could not be found.
Neutron server returns request_ids: ['req-a82e1be5-861a-42f3-9cd5-45520cc177cc']

On the neutron server, below error logs seems related:

not exist')
