  Error: Unable to retrieve project list.

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  When logging in a user that doesn't have permissions to
  `identity:list_projects` Horizon cannot list the projects. However the
  openstack cli client can list projects using another keystone api

  
  http://<keystone>/v3/users/<user>/projects?

  will list the projects that this user can access.  Can you please
  consider updating horizon to fall back to this alternate api?
