When called os-resetState does not record an instance action.


Steps to reproduce
==================
$ nova reset-state --active test
$ openstack server event list test

Expected result
===============
os-resetState listed as an instance action.

Actual result
=============
os-resetState not listed as an instance action.

Environment

1. Exact version of OpenStack you are running. See the following
  list for all releases: http://docs.openstack.org/releases/
