  在vlan模式下，ovn已经支持南北向分布式路由
  https://github.com/ovn-org/ovn/commit/03493b33c073887a81ba90c84b5e063140712719
  neutron在路由添加了外部网关时，路由上的所有vlan端口设置options['reside-on-redirect-chassis'] = 'true'导致东西向也变成集中式。
  目前neutron未适配vlan模式南北向分布式路由
