Noted in a recent meeting, the split logfiles in functional job are
mostly empty (the ones in dsvm-functional-logs/ directory).

Some recent examples with failures:

My initial suspect is something different between the -with-uwsgi env
and the older neutron-functional, as logs are fine in recent backport CI
