  Horizon loads policy files partially when one of policy files are
  written in a wrong format

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Currently horizon stops loading policy rules when it detects any file in a wrong format.
  This results in a situation where horizon works with very incomplete policy rules because of only one invalid policy file.
  For example when horizon susceeds to load the keystone policy firstly and then fails to load the nova policy secondly, it recognizes policy rules for only keystone and doesn't recognize policy rules for not only nova but the remaining services like neutron, cinder and so on.
