[Bug 1925794] [NEW] Cinder volume type Edit access in horizon resets access in other domains

Steps to reproduce:
1. Log in into domain1 in Horizon.
2. Edit access to volume type in domain1 via Horizon.
3. Logout ad login into domain2 in Horizon.
4. Edit access to volume type in domain2.
After that accesses in domain1 are deleted. Affected are admins which
have access to only one domain (I mean that projects are visible to them
only in domain where they are logged into).
I recognized that projects from the first domain have been marked as
deleted in the cinder table volume_type_projects.
