  No items to display in Identity-roles

Status in OpenStack Dashboard (Horizon):
  Expired

Bug description:
  Environment：
      devstack+master（about a month ago）

  Problem:
      User : admin
      Identity-Roles : When I list roles in Identity-Roles, No items to display
      Identity-Users\Projects\Domains works well    
      but I can get role-list using curl or openstack role list
