Currently, RBAC for BGPVPNs (https://docs.openstack.org/networking-
bgpvpn/latest/) is missing in Neutron but it will valuable feature for
cloud administrators.

With RBACs the administrators will be able to share specific bgpvpns to
the users and provide them full control of Neutron interconnections.
This is a valuable feature for private clouds where some users have
experience managing interconnections but cannot be cloud administrators.
