[Bug 1934039] [NEW] Neutron with noauth authentication strategy needs fake 'project_id' in request body

 

Public bug reported:

Neutron can be deployed standalone without keystone using
authentication_strategy=noauth. However with the policy enforcement for
resources[1] to have the tenant_id/project_id in the request body or
'X_PROJECT_ID' header, one can't create resources without providing a
fake project_id in POST requests.

Neutron should remove this need for requests have a fake project_id.
Also, neutron does not support 'http_basic' auth_strategy atm which
would be a good addition.
