  Changed FIP event in Ie4c0f4a63a87c32026c49b03068e5f461deb38b6

Status in neutron:
  Won't Fix

Bug description:
  In [1], the FIP event is changed from AFTER_UPDATE to AFTER_CREATE.
  I'm not saying the new event is not correct (this is the creation
  method), but there are some projects expecting the previous event.
