Public bug reported:

RBAC mechanism allows to share SG with different tenant. But when user
from such target tenant will want to show SG, rules which belongs to
that SG will not be shown as they aren't shared.

Such rules are filtered out by our policy mechanism in
https://github.com/openstack/neutron/blob/c235232501a74b4e7bebdbe2efc16106a4d837ec/neutron/api/v2/base.py#L316
