After login, once I switch the project at least one time, the selected
project is auto switched to the one among which I've ever switched when
doing some actions(click menu, refresh page, click one instance to see
the details etc.).

for instance, I have 5 projects- A~E.

When I login, the selected project is A. Then it is not switched
automatically. If I tried to switch to the other project, it is switched
to it or A project is kept(manual switch is failed.). But i can get the
success message on the horizon UI like `Success: Switch to project "B"
successful.`(B is just the example of other project.) and I get the data
of project A in the UI when A is kept.

Once I've tried to switch to project B and C, then project is auto
switched to anyone among (A, B, C) irregularly.

When I switch the project manually, I can get the logs of request to
`/auth/switch`. But I cannot get any related errors in the horizon logs
when auto switched.
