About the OVN config issue. Section (4) is referring to the OVN northd
service, not the OVS service. Those are different things.

  This doc is inaccurate in this way:

  Ubuntu 20.04 xena install neutron self service network missing file
  /etc/neutron/fwaas_driver.ini so manual should tell to create it or
  this file should be included in installation package.

  Also i have noticed in manual ovn install

  4. Start the ovn-northd service.

  for ubuntu 20.04 service renamed openvswitch-switch so systemctl start
  openvswitch-switch
