when adding or deleting tag to a error VM,it report

b"Cannot 'update tag' instance b7c8cc1c-8c26-4767-bd11-7faf99cee2df while it is in vm_state error (HTTP 409) 
b"Cannot 'delete tag' instance b7c8cc1c-8c26-4767-bd11-7faf99cee2df while it is in vm_state error (HTTP 409)

tags and names belong to user-defined data, the name of the virtual
machine can be modified in an error state, should the label also have
similar operations?
