nova-ceph-multistore takes code from HEAD, but uses upper constrains
for stable versions

Bug description:
1. Uploaded patch

2. build fails for nova-ceph-multistore
ERROR: Cannot install horizon==20.2.0.dev12 because these package
versions have conflicting dependencies.
The conflict is caused by:
horizon 20.2.0.dev12 depends on Django<3.3 and >=3.2
The user requested (constraint) django===2.2.24
To fix this you could try to:
1. loosen the range of package versions you've specified
2. remove package versions to allow pip attempt to solve the dependency conflict
