    Not Neutron nor other active projects use "PortBindingMixin" class or
    the table "portbindingports" anymore.

Bug description:
  Not Neutron nor other active projects use "PortBindingMixin" class or
  the table "portbindingports" anymore.

  Last time this class was used in-tree was in Kilo, in
  "N1kvNeutronPluginV2" and "SdnvePluginV2" plugins.

  Currently no active project is using this class.
