Using Openstack Xena on Ubuntu 20.04 LTS.

I have a public image created by the admin user on the admin project.
I have created another project and user.

The admin user created an image with the '--public' flag. The admin user
can launch an instance based on this image.

When the user tries to launch an instance with that image, the build fails.
Cinder log attached.


Same issue if the image is shared/community.
If the user uploads the image himself, there is no issue, but it defeats the point of having a shared or public image.
