It's no longer an issue now as i see ovs 2.16 in test and same is
compiled in job, so closing the bug.

  [OVN] Functional tests start with OVSDB binary 2.9 instead 2.12

Bug description:
  In OVN functional we start ovsdb per each test. We don't start ovsdb
  2.12 but 2.9, even we compile OVS/OVN 2.12 on gates:

  2020-02-26T02:39:25.824Z|00003|ovsdb_server|INFO|ovsdb-server (Open
  vSwitch) 2.9.5
