  neutron-ovn-tempest-full-multinode-ovs-master  job is failing 100%
  times

Bug description:
  Job neutron-ovn-tempest-full-multinode-ovs-master since few days (around 7.07.2020) started failing all the time.
  In most cases it TIMEOUTS or many tests are failed due to problem with SSH to the instance.
